Kengo Hashiba has written a commentary on a new proposal contained in the tax law reform outline for the 2020 fiscal year, which was released by the government on 12th December. The proposal seeks to address the problem of land where the owner is unknown for the purposes of assessing property tax. Under the proposal, current owners of land (e.g. heirs of deceased estates) will be obliged to submit a notification to the authorities, and occupiers of land will deemed to be the owner for the purpose of assessing property tax.
